In a significant move to streamline the administrative processes for businesses across the European Union, the European Commission has proposed the creation of a unified digital declaration portal for "posted workers." This portal aims to simplify the declaration process for companies temporarily sending workers to other EU Member States, helping to reduce paperwork and administrative burdens.

Key Features
  • Single Digital Form
The portal will replace 27 different national forms with a single, standardized digital form. This will be available in all EU languages, ensuring accessibility for businesses across the region.
  • Time Efficiency
The new system promises to reduce the time spent on declarations by an impressive 73%. The form will require only around 30 data points, streamlining the process and allowing businesses to focus on core activities.
  • Cost and Burden Reduction
The proposal is designed to lower administrative costs for businesses while aligning with the EU's broader goal of reducing reporting burdens by 25%. At the same time, it will maintain strong protections for workers, ensuring they are not disadvantaged by the simplification process.
  • Improved Compliance and Transparency
The portal will also help improve compliance with EU rules on the fair mobility of workers, making it easier for Member States to share declaration copies with workers. This increased transparency ensures that workers are informed about their rights and working conditions.
  • Enhanced Cooperation
The portal will be integrated into the existing Internal Market Information System (IMI), which has been in use since 2022 for road transport worker declarations. This integration will foster enhanced cooperation between Member States and ensure smoother enforcement of EU labor mobility rules.

Conclusion

The proposed EU Single Digital Declaration Portal for posted workers represents a significant step forward in simplifying cross-border labor mobility within the EU. By reducing administrative burdens, enhancing transparency, and improving compliance, the initiative is expected to benefit both businesses and workers. With the potential to lower costs and increase efficiency, this digital solution will contribute to a more cohesive and streamlined Single Market.
